I want to open Alert box on creation of Jira ticket and once user will accept then only it will create the ticket.
Please Guide me on this.

You'll need to hack core code in order to do this. That's not a great idea in itself, but alert boxes are also bad for the users. If they are trying to create an issue, let them.
Use a message custom field from the JIRA Toolkit add-on to display a warning message as you wish?
