Notification for global changes made

Is there a way to make Jira send notifications to all users about changes in versions, components and etc.? For example, a version release date is changed. How can we notify all users of the project?

If you are expecting Project Admins to do it, I guess not there from OOTB. See https://jira.atlassian.com/browse/JRA-5816

But the JIRA admin can send emails to groups/users.

I think this should be an option for admins to send such notification automatically. I created a feature request (https://jira.atlassian.com/browse/JRA-27445). If someone finds the suggestion worthwhile, please vote.
