Not able to see 'Field Required Validator' in transition validators

I have Jira Software 9.12.1 license type Commercial (Data Center). When I try to add a validator for the workflow state transition from 'In Progress' to 'Code Review' so that I can make certain fields required to be filled out when this takes place these are the only options it is giving me:

However I have found information on the web that says I need to choose the 'Field Required Validator'.

Here is what we use:

How do I make this validator appear? Thanks!

...to get the Fields Required validator you must have the Jira Suite Utilities plugin installed.

I do not. Looks like an annual license needs to be purchased? We have almost 600 users so looks like we would need the 601-800 user tier? It's showing a cost of $4400 annually

The user tier for app purchases must match the user tier of your data center license.

Hold on I think I was looking at the wrong pricing. I guess this would fall under 'Data Center' pricing? I'm seeing for up to 1000 users it's $3200/year? Which according to the screenshot matches the tier of what we have?

However, you may be using functionality in your Data Center instance that is available only with the Premium plan (or Enterprise) plan, such as Advanced Roadmaps Plans.

Additionally, if you want to migrate the data you have in your Data Center instance to Cloud, that is another process that you should investigate fully before making a decision to follow this path. Not all third party plugins are supported in the Cloud platform, and you have no access directly to the server or database. Additionally some of the core Jira functionality does not work in the Cloud.
