No access to User Management

I'm configured as an Administrator in Jira Online. When I click User Management a page displays asking me to log in (though I'm already logged in). When I log in I get a message: "403 Forbidden" with "nginx" displayed below. What permission in addition to being assigned to role 'Administrator' do I need to access User Management?

To access the new User Management you have to be a member of the site-admins group.
