How do I change someone's avatar in the new user management facility?
I want to encourage my team to ass a photo so that they can be easily identified on Kanbans. In the new user management, I can't see who has set their photo. Even worse, I can't see how I can change it to something embarassing if they don't pick their own!

As an admin, if I navigate to someone's profile, then I can change their Avatar. It just seems that in the new User Management doesn't give me a way to view other's profile.

I believe only the user can update their avatar. And unless you threaten them with time of without pay there will be some that never change it or make it a cartoon character. That is just how people are.
