Need to understand how to cleanup the license for users which is not in used

In addition to what @Mathew Lederman said, another thing to know is that a deactivated or suspended user does not count as a licensed user.
Depending on your level of access and how the Atlassian Cloud accounts are managed, you may be able to deactivate or suspend user accounts, which would reduce your licensed users count.
If you go to your admin page (admin.atlassian.com) > Products > Select your product > Product Access you can see which groups assign licenses. Removing users from these groups will also remove the licenses.
