Make new issues 'unprioritized' in a project by default

I have a user who would like to have any new issues created in her project to have a default priority of 'not yet prioritised'.

I've not been able to see anywhere obvious to set this. I am using JIRA v5.1.7

you will have to tell the users to set that priority or create a workflow that starts at "not yet prioritised"
