Activity Stream is visible to logged-in users only, in the system dashboard and in projects’ summary.
Currently running Jira Data Center 9.12, but it has been like that for years.
When logged-out, the system dashboard just doesn’t include the activity stream gadget, and project’s summary shows the following error message:
This gadget cannot be displayed on your dashboard. This could be due to a licensing problem or an application error. If you need this gadget, contact your administrator for assistance. Otherwise, you can remove it from your dashboard.
Steps I went through before asking:
What am I missing to make activity stream visible to logged-out users?

This information is only visible to any logged in user, when users are logged out, all this information will not be shown on the system dashbaord.
Thank you @Marc - Devoteam I thought that it was a configuration issue because this open source instance is very old and there doesn’t seem to be any reason why this information shouldn’t be visible, but I just found out that it is due to a regression from 2016 as reported at https://jira.atlassian.com/browse/JRASERVER-59335
Any recommendation to work around this bug or to make an information radiator available to logged-out users?

Self-replying if it can be helpful to anyone else: In the meantime I‘ve added the “Filter Results” gadget, which isn’t affected by this bug, to show the latest created issues to everyone on the web including users who are logged out.
