Welcome @Piotr Gasparski 

From the screenshot that you have posted, they do not have product access to Jira. Check User management and needed users check if the toggle for Jira is turned off or on. Most possibly its off.

You need to check with your Organization jira admin if there was any changes in project permissions or customer permissions in project setting.
