License and Plugins

Can i instal plugin in Jira if license is ended.

You can still install plugins and do some other stuffs. However, you can't create issues or add users.

Thank you for answer.
But I don't understand the second part.
I can add users - maybe it's because we have unlimited user license.
And I don't have problems in creation new type of issue.
Where can I find information about all available functions?
