I would like to setup a custom field label which is dedicated to the project where it is used.
ie : custom field label 'category label' assigned to Project1 should propose the label defined in the Project1.
Is there any way to do that ?

I think we've misunderstood, Field at project level is not my requirement, We are searching to define Label custom field where label list is restricted to the label used in the project.
I've tried to build one custom field call category_label assign to two projects P1, P2.
When I click in one label from category_label, the result propose a filter on P1 + P2.
When I enter one letter in the field, the auto-competion is giving me all labels P1 + P2 + P*
We've analysed the change on this behavior and it seems too expensive.
We are searching for a custom field where the list of values is dynamic or easy to manage by project leader. It could be a reference table define at project level.
Any idea could be welcome.

Yes, when you create the Custom label field you can define the context for this field (by issue types and/or by projects). Select the project this field is for and you got what you need.
