How to jump to a new status without transition definition?

The background is when a end-user submit a case, it will come to "Evaluation" status based on transition definition. but we want to add a conditon to jump to a new status. If the user has assign a value in a field such as "Solution provider", the case will not come to status "Evaluation" but to the status "Implementation". it really help to reduce the uncessary steps by conditions.

Is there any suggestions of the best practice to implement this feature?

No.

To change status, you use a transition. That's the end of the story.

You can do things like automate it - have a look at the "Jira Toolkit" and "Auto Transition Listener". It won't do what you specifiy here, but it's the right idea. I'd reach for the script runner though - you can write listeners in that, and it's got post-functions to push issues through transitions automatically in some cases.
