Jira administration changes logging

Dear Atlassian,

I was wondering it it is possible to log jira administration changes, for emample when someone modifies the Permission scheme or Notification scheme, etc. It would be very useful to have this information logged to see who and when did some global jira changes.

It happend in the past, that someone did a change that affected all the jira projects, but we had no way to see who (what user account) or when has the change been done.

Please advise.
