To me it sounds that what you want to change is the name of the columns in the top. (Note that the term "label" has a completely different meaning in Jira.)
For that, go to the board configuration and you can rename the column as you wish.

To add, first make sure that in the incidents configuration, you have the "Label" field visible, you may have it configured so that it is hidden when it is empty.
Once this is done, to create a label, just type in the field the name you want and then to remove them from the issue, just click on the "X" and it will disappear from the issue immediately.
