I have found answers to what to do when the Jira Cloud app will not install with Microsoft Teams, but have not found the answer to this one.
I decided to try the app for Jira Cloud with Microsoft Teams. This worked well for a time, until I decided to uninstall it and try a different Jira app to see if it was more what I wanted.
The Jira Cloud app uninstalled and all was fine for about a minute.
Then the Jira Cloud app returned, the bot conversation came back, and I was a little confused.
I repeatedly uninstalled the app, only to see it keep coming back and editing link displays with the bot conversation coming back onto my chat history with a new introduction when I post another link to a Jira ticket in the chat.

Uninstalling Microsoft Teams did not appear to work either. Blocking the bot conversation will get ignored once the app reconnects to Microsoft Teams. For reference, I am using the Teams version on a Macbook. It's kind of amusing, if a bit confusing every time I get the message "Get started using Jira in Teams".
How do I get the Jira Cloud integration to stay uninstalled?
I had the same issue with the Jira Data Center app
So I just discovered this. If you have the app "Pinned" to your left side bar, then it will be automatically reinstalled when you try to uninstall it.
Make sure the app is not "pinned" to the bar before uninstalling
Once it was unpinned, it uninstalled and stayed uninstalled.
Glad this worked for you! I never have pinned the Jira Cloud app (and just double-checked that it was not pinned the last time that I uninstalled it today), but it still reinstalls itself after I uninstall it. Any time I uninstall it, it stays uninstalled until I paste a Jira link into Teams. Then the Jira Cloud app is reinstalled and it pops up a Teams chat thread. Very annoying, and Jira support did not have any advice for me except to reach out to Microsoft Teams support. :( So asking IT to reach out to them will be my next step.

Our Office 365 admin fixed this for me! Our admin just blocked the Jira Cloud app from the admin side of Teams, and I haven't had this issue since. Maybe a similar solution will work for you.
First, uninstall the Jira Cloud app from within Teams (it's also at office.com/apps to uninstall from there, too) and avoid pasting any Jira links into Teams for now. Then the Office 365 admin needs to go to Office 365 admin -> Teams Admin Center -> Teams Apps -> search for Jira Cloud. Once they find the app, they should change permissions to not be available for users to install. This is a global setting in our company now, so no one else can repeat my mistake of installing it just to try it out.
