Jira 6.3 - Attach screenshot

Is there a way to use this feature "with out" the paid "Jira-capture add-on"?

I was told by our PM it is possible by using some type of Java Plug-in but I can't find any info on it.....

Are you using downloadable JIRA instane? In that case you might be interested in a Free Attach Image for JIRA plug-in by Atlassian Labs.

Do you mean the feature of "Attach Screenshot" under "More" menu in Issue View page? https://confluence.atlassian.com/display/JIRA/Attaching+a+Screenshot
