Please tell me how can I turn on wiki markup in JIRA issues and comments?

Hello Pavel,

If you are an administrator, you can change the renderer to "Wiki Style Renderer" for the JIRA fields. See http://confluence.atlassian.com/display/JIRAOD/Configuring+Renderers
