Then you could use the condition-function in your workflow

User Is In Group

Condition to allow only users in a given group to execute a transition.

or

User Is In Project Role

Condition to allow only users in a given project role to execute a transition.

could work - depending on your permission usage. 
Then your Requestor just can set the status which permission is given to him.  And only admin can approve.

and one more thing Requstor only submit for Sk approval and close the issue

I created work flow as i mentioned above.The W/F goes like ->Requestor to(submit for Sk approval) stakeholeder->to (Approved)Admin (Approved)->requestor->Closed. here requestor close the issue without ant approval. (once admin approve the requset then only requstor must close the issue. is there ant conditions or validators or post functions in such scenario
