JIRA - User not seeing mandatory time log field

Hi all, I have a user in a design team that isn't seeing the mandatory "log time" field when they stop work or push a ticket onto another person on any project. It only seem to be this one user. The user is in the same user groups as the other designers working on the same projects and have the same rights on each ticket.

Do they have 'Work on Issues' permission? Can you double check?

I had double checked that, but seemed fine. I've fixed this now by deleting the user and creating a new one. Had to just reassign his tickets to me create the new profile and send them back. most bizarre
