Documentation says to go to Adminitration > System > Import & Export > External System Import > Import button associated with CSV option. However, the only options under Import & Export under my JIRA version are Backup System, Restore System, and Project Import.

Anyone found where this is hidden in JIRA 6.0 yet?

Never mind. Apparently it was bundled, but I had to separately enable it. Doh!
