Issue Types (Bug .vs. Task) can they be assigned seperatly in permission scheme

Can teh level permission schemes be so granular as to allow my development community to create 'tasks' and restrict them from creating 'bugs'. The permissions only goes to the 'Create Issue' level not the 'Type' of issue. Can this be done?

No, you can not do that with permissions
