Is it possible to add custom gadgets with user specified fields and display type?

I would like to create a bar chart using information from fields I created in my issues. Is that possible?

You can write an add-on for it. There are plenty of add-ons that provide bar charts but you will have to check against your requirements. If you end up planning to write one, take a look at the gadget plugin module in JIRA.
