Is a JIRA On Demand database accessible outside of JIRA?

We have a JIRA instance used as our Labratory Information Management System. We use Tableau to provide realtime reports of the labratory workflows. Tableau directly reads the JIRA Oracle database but does not update it. Would that be possible with a JIRA On Demand instance?

When using an OnDemand instance, the database is not accessible by the user, only by Atlassian staff.

The best option for this task is the Standalone version.
