Hi @Virginia Baker welcome to the community!  I would recommend opening a ticket with Atlassian Support as they are best suited to work with billing issues.  We're mainly a user community here.

Give that a try, they should be able to help you better there.  If you're not the System Administrator, you might have them open the ticket.
