In JIRA, How can a non-admin user search for another user's profile without knowing their username?

I see no way to 'search' for a user -- for example if I just know their first or last name..

If the user has Browse User permissions, then they can use the "User Picker" to find users by Name.

My intent is not to pick a user inside a field, but to view a user's profile. Assuming i know a user exists named john Smith, and i want to look at his profile, but do not know his userID (smithjohn), and i'm not viewing any tickets he worked on. How do I find his user profile?
