I am tracking a few security related tickets in Jira and they are very sensitive. I cannot let all users in the board see each ticket. So is there a way to restrict visibility of a ticket?
Requirement: Only permit the reporter, assignee or administrator to view/ edit a ticket. other user will not even be able to see the ticket.
Is it possible?

Yes, this is possibile using an Issue Security Scheme - https://support.atlassian.com/jira-cloud-administration/docs/configure-issue-security-schemes/
Basically, you make up different security levels and then you need to decide who can access which levels of security. So, you can have a configuration where most issues are open for all to view and some issues have a security level so that only HR or Managers can see them.
