I am facing one issue with Assignee field

I am facing one issue with Assignee field. Whenever i am creating issue using mailbox which is set up with my project in Jira, then issues are sometimes being assigned to me and sometimes to some other developer in project. As i am Project lead it should be assigned to me only as the default assignee is set to Project lead.

Why is that assignee is someone else rather then Project lead after setting the default assignee field.

Please assist.

Is the other peson a component lead ? JIRA has the feature to auto-assign issues to component leads if they belong to spedific components. Maybe that is turned on ?
