project = TEST AND status in ("A", "B", "C") AND priority in (Highest, High, Medium) AND A_TEST = abc
if meet then sent to our custom filed : PS,PL

You could create a subscription by specifying a recipient and frequency. More details:
- Go to Filters-> View all filters
- Click (...)-> Manage Subscriptions
- Define the recipient (it could be a group of people defined in JIRA) and frequency

Can you create a group to include the recipients of the email? Or do you require them to be in a custom field?
