How to upload one task with attachments?

Hello.
I need to upload one task with attachments.
1 - If this is done in CSV format, then attachments will not be uploaded.
2 - If you use chrome, click Save as... - and select Full web page, then when you open such a page, an error appears - "The given Jira base URL is https://jira.com , and you are accessing Jira at file:// ."

Are there other ways to download a page with all content?
Or how to fix the error from the second paragraph?

The "save as" function in your browser is a download, not an upload.  I'm a bit stuck on what you are trying to do with it.

Hello. I need to download a task with all its information and attachments to my computer. To be able to view this task, for example, without authorization in Jira.

I don't need task migration. Only uploading the task with all its contents to the computer. And the subsequent opportunity to see all the information from the task.
