We are currently evaluating the possibilities of the Jira Plugin Tempo for vacation time tracking. One problem we encountered is that, it seems that a user can delete his/her previous internal issues in any case though the leave may have been approved and taken already. In that case, we may not be able to purely rely on the Tempo report to count staffs' holiday leaves.

But it doesn't work.
As you see, vacation plan on Tempo is done thru Internal activities (refer to http://blog.tempoplugin.com/2013/tempo-tip-of-the-month-vacation-planning-in-tempo/). So it has nothing to do with Creating/Deleting Issues, if my understanding is right.
We even tried to change the scheme so only admin can delete worklogs. But it seems they are not worklogs. Planing is just planning.
