How to order action in JIRA

What i want is that instead comment, there is delete button and email this issue button

that buttons are acesable throu more action button

The order of actions is determined by the weight attribute. The JIRA standard actions are available in the WEB-INF/classes/system-issueoperations-plugin.xml.

'Email This Issue' action is from a plugin and to change the weight attribute, you will have to modify the atlassian-plugin.xml of that purticular plugin, re-create the jar and re-deploy it.

Note that you will have to do this every time JIRA is upgraded!

I'm stuck - I remember in v3, you could set the order of some things with numbers in the atlassian-plugin.xml, but I've not looked in 4.
