How to invoke JAR files or bat files when JIRA issue is created

Hi I am creating Integrating utility in JAVA. I want to invoke JAR files when any issue is being created or Modified. I am new to JIRA. IS there any video available. MY JIRA is desktop as well as I have hosted in CLoud. IS there any way to get the event in JIRA

I am not sure what you are tying to achieve and what is the logic you are trying to implement, but a way to send events to external systems when an issue is created in Jira is to use Webhooks.
