We are migrating from server to cloud and moving few projects from server to data center and few in cloud. Is there any way to establish a connection between data center and cloud project workflow.

As Trudy has mentioned, application tunnels are one option.
If this isn't sufficient, I'd first question why all issues cannot be moved to one instance - is it not possible to have all data in Cloud (for example)? What are the limitations here?

Are you familiar with Application Links, which let you connect Jira Server to other systems?
There is special support for connecting Atlassian Cloud applications like Jira to self hosted Atlassian products like Jira Data Center. Refer to this document for information about Application Tunnels.

Your Jira Data Center system must be accessible from the Internet to support this. That would mean changing your firewalls to allow traffic from the Atlassian Cloud network. There are details about that in the document link I provided, and the related pages.

@Gurinder Summan hi. Yes, you can. There are options - as mentioned above. Just to add another option - ZigiOps. could you please specify your question?
If your question is related to workflows then yes. You can always use webhooks during a workflow transition. As long as your on premise instance has access to the web, your two systems can connect.
But since you started your question with migration from server to cloud, I sense you might have a different intention...
So please specify a little more and I'm sure someone in this great community will be able to help.
