To allow the read-only access to some external users in a specific board, you will need to perform the following steps:
1 - Restrict all your JIRA projects, removing the option Any user can access from the browse projects permission in all of your permission schemes.
P.S: This step might lock some of your users to access the projects, depending on how your permissions are configured. To give them access, add them to any specific role (In the people tab of each project) and add this role in the browse projects permission.
2 - Invite the external users to your JIRA Application, adding them to any role in the projects related to the board they must access. Them, Add this role only to the Browse projects permission.
Performing the steps above, the external users will be able to access the Active board and see the issues, but not to perform any changes in the sprint or in the issues.
