How to develop/deploy a plugin in jira cloud

We currently have a custom plugin which is a custom listener for JIRA issues and have it deployed in jira server. We are planning to migrate to jira cloud this year and wanted to know if the same plugin works for jira cloud and if not how to develop and deploy it to jira cloud.
