How to control who can create issue types in a project

Is there any way in jira so I can restrict creating issue type A in a project to certain users (roles) only ?

I know security level can control the visibility of the issue, but in this case I am looking for avoiding creating issues of a given type within a project to cretain roles.

It is not possible now and seems won't be implemented. Check https://jira.atlassian.com/browse/JRA-5865 to see details and also the possible workarounds.
