How can I allow guests/anyone/anonymous users to view versions and sprints?

There are no permissions for them anywhere.

They should follow your Project's "Browse Permission", set to ANYONE and the fields are added in the "View Screen". That's it.

If you are using Agile boards the versions and current sprint can be made available to anyone who has browse permissions for the project. The ability to look at all version and sprint definitions are wrapped up in the more general project administration permission.
