Are you using JIRA Cloud or Server?
Can you please better specify to us what kind of "new type scrum project" you are referring to? Is it Next-gen?
Also, you are trying to create a single Epic issue or a new issue type?
Supposing you are trying to create an epic in a next-gen project of JIRA Cloud, the steps would be:
- Click on the plus button of the left menu
- Select the Epic issue type
