How to access a filter without loging into JIRA?

This is a message that appears when you share a filter with everyone in JIRA.

If sharing the filter with everyone, the filter will also be visible to users who are not logged in.

But I'm not sure what should I do to access such a filter without logging in.

Anyone who can throw any light here?

When you are logged out, you can just click on the "issues" menu dropdown. and choose "Manage Filters". It should list down all filters shared with "Everyone". Note that the issues listed in the search results (issue navigator) are still bound to the permission schemes.

I don't see the Issues menu when I'm logged out. All I see is Dashboard menu which tries to display the system dashboard but takes me back to the login page.
