You can't. The estimates are stored in the database as integers. Therefore 0 is equal to unestimated. In reality no issue should have a 0 estimate. You could put 1m or 5m or some small number like that on them or use labels in order to categorize issues that are so trivial or don't require developers time.

Technically, to complete Colin's answer, estimates are longs in the database representing the number of seconds (emphasis), if I remember well.
