How do enable the Add Watchers add button in a Team-managed project?

Hi there, I have a Team-managed project. I want those who created the Jira ticket to have the ability to add watchers. How do I do that? Currently, those who see the issue can add themselves as watcher but what I'm looking for is the ability for the person who created the ticket to select who to add as watchers. Thank you.

Welcome to the Atlassian community.

The option will be available to users that are assigned to a Project Role that includes the permission Add or remove issue watchers
