How do I notify 2 component leads of issue creation?

We have 2 different component leads on our main project. Currently when there are 2 components selected for an issue, there is obviously only one component lead who can be assigned to the issue.

Example:

Component Admin has a lead of Adam

Component UI has an admin of Ursula

If we assing both Admin and UI components to an issue, Adam is assigned the issue. How do we notify Ursula?

An update - we added component lead to the notification screen, and both leads got an email. It was delayed. This workaround will work for now for anyone following up.
