I have created a project and assigned a user as administrator/lead to the project. However, project lead doesn't see any link/option to invite users to sign up from "Users and roles page". If anyone can help me with this, that would be great.

When someone is added as an administrator on a project, they can only add current users and groups to the project, it's not possible to invite new users.
For this user to invite other new users, you must add him/her to the group site-admins, so they can access > Site administration > Invite users.
