How do I deactivate a Jira Cloud user to reduce my license count but not delete the user

I am trying to deactivate users that have left my company.  I don't want to delete them but I don't want to pay for their licenses.  I see options for "Remove User" and "Revoke Access" but I can't figure out which one I should be using.  The documentation is terrible and it all seems to be out of date.

Thank you for reaching out to Atlassian Community!

When you don't want to delete a user, you can use the option Revoke site access that is the same as inactivating a user and they won't count as a license anymore.

Previously on Cloud, we had the option to set as inactive and now the option changed to Revoke.

The Remove user option will remove their account from the instance and Revoke will keep their account, but they won't have access to the instance anymore and it will also free a license to use for another user.
