How can i add an Observer on an Issue

When I create an issue I can set an "Assignee" & "Reporter". I would also like to have an option to add an "Observer"

Is this possible?

There are watchers, shares and @mentions. You do not say if the observer has a login for Jira, so you will need to make the choice here.
