How can I see in which projects is the JIRA user (developer) working on?

I need to create a filter for DEV to see the project list in which he/she is involved.

Can somebody help me on it?

Filters report on issues, not users or projects.

You could simply use the "assigned to me" filter and then put it on the dashboard, with a "filter statistics" gadget, and choose the field "project" - that would tell you all the projects they're currently assigned stuff in. If you have the Jira toolkit, you could use the "participants" field instead, which would tell you more because it would cover "reporter, assignee and made comments"
