How can I add users to a Group in Jira?

I am not sure if this is even something I have permissions to do.  How I can view the Jira groups in my organization, and edit them if possible?  I need to add two new hires to a group and can't figure out how to get it going.

You must have Site Admin privileges to add people to groups. Go to JIRA Settings then User Management.
