How can I add a SLA for a project's issues that is not a Service Desk?

I need to add SLA to Issues based on the same metrix of a Service Desk, but the project is not a Service Desk type project nor will it be.

There is no way to do this in JIRA Cloud edition. You would need to create a Connect add-on (https://developer.atlassian.com/static/connect/docs/index.html) to do this.
