I am looking to create a Task List for Onboarding & Offboarding Requests but I want to set this up as a mandatory task list so any new onboard or offboard requests that come through to us it automatically create a task list for the Support team.
Please advise?

I am assuming you are thinking of a way to put in a tasklist to do when you get a request. If that is so, you have multiple ways to go about it.
You can create a checklist custom field with all your tasks and make the field mandatory in the field configuration scheme.
Else there is a good plugin that lists down tasks in your issues where the tasks have their own WF, you can try simple task lists.
