Error installing Tempo Plugin via Univeral Plugin Manager

We are using Jira 4.. I tried to install the Tempo Plugin using UPM and encountered this error:

Could not find a handler capable of installing the plugin at https://plugins.atlassian.com/server/1.0/download/pluginVersion/689269. Check that the file is a valid plugin.

Is this a Jira issue, Atlassian Plugin Exchange issue, or Tempo issue?

I worked with support on this and they never found a resolution but just suggested I installed the plugin the placing the jar directly in the plugins directory.
